UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a latest poll of municipal councils, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that six out of ten of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Councils have in the past faced criticism for selling public land and open spaces to support their finances, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities attempting to generate funds from a fire sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would prioritise service redesigns and using financial reserves to weather increasing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in Kent said its property management strategy featured the sale of a retail complex in Rainham and a community venue in another town to raise £20m over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Wider Financial Strains

The survey of councils in the key cities group, which covers several urban centers, also found that more than 70% of councils will need to raise council taxes next April to address the rising cost of core provisions, increased rates of homelessness, and a longstanding housing shortage.

Medway council explained it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and financial savings,” stated Vince Maple.

He added: “There are population challenges which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of county councils this week also found local finances being stretched by the growing number of young people and older individuals requiring special educational assistance.

The County Councils Network said that council deficits will hit £4.4bn a year by 2029, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a white paper outlining those changes has been postponed.

Deprivation and Financial Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest IMD measures,” noted the study.

“Although only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of challenges confronting municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and responds to the actual extent of deprivation and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of councils have cut or compromised care services in the last year, the study revealed.
